I would therefore respectfully ask for

reconsideration of my proposals because the additional technical assistance in the Department is urgently required and neither the Colonial Office nor I have my other candidate, with Mr. Harcourt's qualifications, in view.

If, however, you are mable to sanction the concession suggested in my telegram of the 1st. Harch, the only suggestion I can make is that the post be offered to Mr. H. G. Pilling on the terms suggested in my despatch No. 228 of the

2nd. of June and in my telegram of the 16th. December. Mr. Pilling is I understand now in Fiji.

I wish, however, to emphasize the fact that the Department would be better served by the appointment of Mr.

Harcourt or of some other thoroughly capable officer with his

training and experience.
